Since you have mentioned PPIO_ENTRY, my guess will be you are using COMAC or COHV for availability check.
Go through OSS note 321803 and read the Checking Control section.
In OPJK, you define for Creation and Release (business transaction 1 and 2) what are the checking rule you will use for the plant-order type condition. During collective availability check in COMAC/ COHV the checking rule is taken based on your order system status. You can get enough clarity after going through the note.
Checking group is available in your material master MRP3 view.
